President’s Podium

Annual Meeting is one meeting you won’t want to miss. As you can see from the Agenda printed in this VOTER, we will be voting on:

how we spend our money (budget),

what we study and what actions we may take based on those topics (local program),

rules by which we operate (by-laws),

and who will make monthly decisions on your behalf (nominating committee report).

But we can’t vote on any of these if we don’t have a quorum.

We will hear from Tracy Lindsay on the process of publishing a local Voters Guide and from our new city manager, George Campbell.

If you’re not at the meeting, you will have to wait a month before you find out who won our LOLITS award, which stands for Little Old Ladies in Tennis Shoes. This was an old derogatory phrase used about League members running around in tennis shoes, lobbying elected officials. We may have even been thought of as busybodies! Like other similar phrases, we have turned it into a symbol of pride and award it to someone who is not on the board and has worked on areas of League interest and concern. I think giving the award is the highlight of Annual Meeting.

Minutes of Last Year’s Annual Meeting.
April 29, 2006

The Annual Meeting of the League of Women Voters of Denton was held at the Unitarian Universalist Fellowship, 111 Cordell Street, Denton. President Sue Smith called the meeting to order at 9:36 a.m. Tellers appointed were Duane Kraeger and Dale Conway. Dorothy Adkins was named Parliamentarian. Twenty-one members attended which constituted a quorum. Ken Ferstl moved adoption of the rules of the day; motion was seconded by Byron Witmer. (It was agreed only members may address the meeting; only members may vote; speakers are limited to two minutes; no member may speak a second time until all wishing to speak have spoken.)

Minutes of the 2005 Annual Meeting were reviewed by the Board and were available for review by the membership.

Ann MacMillan presented the Treasurer’s Report. She noted the finance drive went very well. Projections have been exceeded by close to $1,000 and more contributions will be coming in. Dues fell a little short. We received $825 for the Education Fund. We were close to being on target with the budget for last year. State PMP has been paid. Voters Service was close to $300 more this past year.

A discussion of proposed dues and budget for 2006-2007 as published in VOTER, was led by Linnie McAdams. Sondra Ferstl moved an increase in D4a State per Member payment to $1,200; motion was seconded by Dorothy Adkins. Sondra Ferstl moved an increase in local dues from $45 to $50 per member; $25 assessed for each additional member at the same address; $20 for student membership.

President Sue Smith presented the President’s Report. Programs arranged by Peg La Point included: Water Quality, Drug Laws and Policy, Public Transportation, Corporate Marketing in Denton ISD, Funding of Public Libraries in Denton, Family Violence, Voting Machines for Denton County, and Opening Doors Immigration Services. Voters Services chaired by
Sondra Ferstl, published Your Elected Officials brochures for Denton and Lewisville, Voters Guides for Constitutional Amendments election, Republican Primary, City Council and School Board elections. Our finance drive was successful due to the efforts of Linnie McAdams and Marilyn Smith .

No changes in by-laws were proposed. Program VP, Peg La Point proposed the adoption of program studies as they appear in the Member Handbook 2005-2006. Corporate Marketing in Denton ISD consensus statement will appear as section G of “Denton Independent School District”. It was proposed the concurrence statement on reducing domestic violence be
added as section F of “Social Policy/Human Resources”. The proposed concurrence reads, “The League of Women Voters of Denton supports adequately funded programs in Denton to reduce the incidence of domestic violence and to alleviate its effects.”

Rosemary Witmer presented the report of the nominating committee. The proposed slate of officers are: Peg La Point, Program Vice President; Ann MacMillan, Treasurer; Sondra Ferstl, Director, each for two year terms. Jean Aboul-Ela will be leaving the Board; the position of Community Relations VP was not filled.

Judy Giese agreed to serve as Nominating Committee Chair; Dale Conway and Sarah McIntire will serve as committee members each for a one year term. Nominations from the floor were invited; none were forthcoming.

President Sue Smith conducted the vote on proposed dues and budget, proposed local programs, and the slate of nominees. Dues and budget, local programs, nominees were unanimously adopted by members present.

Sue Smith introduced and presented the LOLITS award to Kevin Carr who for five years has helped the LWV-Denton maintain an updated web site. He kept us informed as new appointees were named to political office in Denton County and assisted in electronic responses to the library study.

Sondra Ferstl was awarded the Gladys Barstis award for her outstanding service to the League. Sondra Ferstl acknowledged she had learned from Gladys Barstis who served as a board member in three other states before coming to Texas. Evidence of her service may be found in the Texas
archives. Ms. Ferstl recognized the valuable support of Ken Ferstl.

The 2006-2007 Board of Directors were introduced as President, Sue Smith; Program VP, Peg La Point; Treasurer, Ann MacMillan; Secretary, Maggie Dodd; Directors, Sondra and Ken Ferstl. President Smith recounted the contributions of Board members.

Peg La Point introduced our guest speaker, Dr. David McEntire, Emergency Administration and Planning, University of North Texas. Dr. McEntire discussed natural disasters, including but not limited to ice storms, flooding, earthquakes, tornados, windstorms. He noted the particular
vulnerability of the poor who are less likely to live in secure homes and are likely to be uninsured. He discussed the future of biological and chemical as well as nuclear weapons. The presentation was concluded with suggestions for preparedness and action during the course of a
disaster.

Linnie McAdams moved adjournment of the meeting. The Annual Meeting was adjourned at 11:57 a.m.

D4a: LWV-Denton’s membership count on which this budget and Per Member Payments (PMPs) will be based is 52 members.  Of those 37 are individual members, 6 are first household members, 6 are second household members, and 3 are national members.  Individual members and first household members pay the full rate of dues ($50), the second household member pays half that amount ($25), and the national members do not pay local dues (but receive local services).
D4b. National Per Member Payment for 2007-2008 will be $23.80 per individual member.  State Per Member Payment for 2007-2008 will be $22.00 per individual member.

PROPOSED LOCAL PROGRAM 2007-2008

Proposed Position Modification

The Board of Directors recommends modification of our position concerning Denton Independent School District (DISD). Section B.b. (page 24 of the Member Handbook) includes the phrase “adding financial incentives.” The Board recommends the removal of that phrase.

Rationale: When the position was established the federal government was not requiring DISD to link teacher salary to test results. The phrase “adding financial incentives” in our position on attracting and holding excellent teachers was meant to encourage good salaries in general.

Now that “No Child Left Behind” creates a link between test results and teacher retention and pay, it would be inconsistent with other LWV-Denton positions to include this statement in our support position.

PROPOSED BYLAWS CHANGES

Mission Statement. Omit the “the” in front of “informed and active participation in government.” The statement would now read: “The League of Women Voters of Denton (LWV-Denton), a nonpartisan political organization, encourages informed and active participation in government, works to increase understanding of major public policy issues, and influences public policy through education and advocacy.

Rationale: This would bring the mission statement in conformity with the LWVUS Bylaws, as required.

Article III, Section 2, Types of Membership. Delete the third parenthetical statement: "those who make a lump sum life membership payment to the LWVUS shall be paid life members and." This would leave 3) reading as follows: “3) those who have been members of the Legue for 50 years or more shall be honorary life members excused from the payment of dues.”

Rationale: There hasn’t been such a life membership payment category for a long time at the national level. That portion of the types of membership statement was deleted at National Convention last summer.

Article IV, Section 5. Delete the phrase that says the President “shall call a special meeting upon the written request of five members of the Board.” The sentence would then read “The President may call special meetings of the Board of Directors.”

Rationale: The President has always been able to call special meetings of the Board of Directors. Since our current boards are so small, specifying “five” members and “written requests” seems unnecessary.

Article X, Section 3. Delete Section 3 (which specifies how delegates to State Council would be chosen).

Rationale: The state League no longer holds State Council and it doesn’t appear that it will return any time soon.

Rename Article X. National Convention and State Convention. (It is currently titled National Convention, State Convention and Council.)

Rationale: If we delete Article X, Section 3, we would also need to adjust the title of the article to reflect the change of subject.


VOTERS GUIDES TO SPRING ELECTIONS

By the time for Early Voting (April 20), you will have received your copy of the Voters Guide to the May 12, 2007 elections for City Council and School Board.

The guide will also be posted on our LWV-Denton web page, www.lwvdenton.org.
Print copies are also available at the City Manager’s Office, the Denton ISD Administration Office, the Denton County Voter Registration Office, and the Denton Chamber of Commerce. Further, copies are at the branches of the Denton Public Library, the TWU and UNT Libraries, and the Senior and Recreation Centers.


TAKE A VACATION FROM THE LEAGUE

Just in time for the end of the Legislative Session, the drawing for Take a Vacation from the League will be held on Friday, May 25. Prizes will include two round-trip airline tickets from Southwest Airlines for anywhere they fly in the lower 48 states.
